Happiness Learning—Investing NT$200 Million Over Four Years to Optimize Public Preschool Facilities and Reduce the Student–Teacher Ratio to 1:12
Subsidies for private preschool education have been increased to a maximum of NT$52,000/year to alleviate the financial burden on parents. Within 3 years, the student–teacher ratio will be reduced to 1:12. Moving forward, NT$200 million will be spent in the next 4 years to optimize preschool facilities and equipment, ensuring a happy learning environment for children.
Cross-domain Learning—Developing Diverse and Innovative Teaching
The establishment of an Early Childhood STEAM Creative Center and a STEAM and New Technology Development Office aims to provide STEAM education for children aged 2 to 12 to foster a spirit of cross-disciplinary experimental education from an early age and to deepen new technology education. In 2024, the first national Montessori experimental education park for children aged 2 to 12 will be established.
Self-directed Learning—Reconstructing National Education with a Three-Year Investment of NT$1.2 Billion
In 2023, 24 specialized classrooms will be redesigned into new-generation learning spaces focused on student-centered, self-directed learning. Over the next 3 years, NT$1.2 billion will be allocated to enhance 5,400 general classrooms in high schools, junior high schools, and elementary schools to provide an environment conducive to autonomous learning and exploration.
Inclusive Learning—Increasing the Special Education Budget Annually to Reach 13%
In 2023, an additional NT$58.41 million will be allocated to improve the quality of services provided by special education assistants to offer 710,000 service hours. Five inclusive playgrounds will be added, which is the highest number in recent years. In 2024, nearly NT$100 million will be allocated to improve special education facilities and equipment. The special education budget will be progressively increased to account for 13% of the total education budget.
Innovative Learning—Building Educational Big Data and Pioneering AI education for the New Generation
The first Cool AI Learning Diagnosis System was introduced nationwide, and the only national quantum computing textbook has been launched. In the future, a three-phase plan over 3 years will establish educational big data and create smart campuses.
Healthy Learning—Upgrading Organic Ingredients and Ensuring Quality Assurance
In 2023, a comprehensive approach was implemented to ensure the quality of school lunches through six major measures: namely publicizing vendor ratings, establishing communication channels, increasing lunch violation penalties, creating backup mechanisms, conducting lunch inspections, and implementing a HACCP lunch bidding and selection. These measures ensured that children had access to healthy food. Additionally, starting in 2024, organic mushrooms will be added to the menu once a month, and the subsidy for lunches for disadvantaged high school students will be increased to NT$65 per meal. Moreover, more school nutritionists will be hired to further enhance food education.
Practical Learning—Establishing Dedicated Units to Promote Vocational Education
In 2023, the first Virtual Financial Center and Innovation Technology Center in Taiwan were established. By the end of 2023, a total of 11 technical industry–academia cooperation centers had been established. In 2024, a technical and vocational education department will be established, and the first Capital Cup International Skills Competition will be held in Taipei, bringing together top talents from around the world.
Global Learning—Strengthening International Education and Promoting Bilingual Education
In 2023, 52% of the schools in Taipei offered bilingual education, ranking number one among the six special municipalities in Taiwan. Each year, an additional 10% of schools participated. The Taipei International Education Travel Exchange Center was founded, providing subsidies for 103 groups to engage in international exchanges, the highest number nationwide. Partnerships with sister schools extended to 126 schools in 21 countries. Future initiatives will include promoting certifications for International Education Award and internationalizing Taipei campuses.
Aging Learning—Upgrading the Elderly Learning Institute and Increasing Subsidies for Elderly Learning Vouchers
In 2023, 1,200 citizens were subsidized with lifelong learning vouchers, with a maximum subsidy of NT$3,000. In 2024, the number of beneficiaries will increase to 1,800. Future plans include upgrading the Elderly Learning Institute to create intergenerational learning spaces for parents, teachers, grandparents, and grandchildren.
Sustainable Learning—Investing NT$16 Billion Over 4 Years to Rebuild Aging School Buildings and Develop New-Generation Smart Sustainable Campuses
In 2023, construction projects were completed for five schools, and 12 projects were approved by the municipal asset supply and demand platform. The goal is to complete the reconstruction of 10 school buildings with gold-level or higher green building certifications by 2026.
